ABUSE OF ELDERLY PEOPLE

In the late 1970s articles concerning the physical abuse of old people began appearing in medical journals and the lay press. There was a flurry of debate and then interest waned. Even though reports appeared at regular intervals documenting isolated cases and occasionally large-scale institutional abuse, it was the physical and sexual abuse of children that caught the public imagination and has retained a firm hold on it. Recent scandals of systematic cruelty and abuse in old people's homes only hold the headlines for a few days, whereas the Cleveland affair has rarely left the media since its occurrence. The recognition of abuse of old people is probably at the same stage as that of child abuse in the 1970s - the explosion has yet to come.
What is old age abuse? The definitions are varied and range from the broad idea of misuse of power to the more hardened physical or sexual assault. In between are the concepts of emotional, psychological and verbal abuse. What we do know is that there is very little research in this field compared to that on child abuse. Many consider it a moral problem, a concern of society, a reflection of its attitudes and concepts of what is acceptable. We know it exists but there is much debate as to the sheer size of the problem. Some social workers are beginning to take the problem very seriously and their preliminary studies indicate that up to 5 per cent of their social work cases involve some aspect of abuse to an old person.
There are eight areas of abuse:
• Assault, including forced feeding
• Deprivation of nutrition
• Drugs - deprivation and overdosing
• Emotional/verbal, including intimidation
• Sexual
• Deprivation of help and aids when disabled
• Involuntary isolation
• Financial
